In order to make this pattern appear, you hove to knit very loose, or use a much bigger size of needles than recommended on the yarn label.
Cast-on a multiple of 12 + 7 symmetry stitches 
(On the wrong side you can just remember to purl across)
Row 1: k5, *yo, cdd, yo, k9; rep from*, yo, skp
Row 2, 4, 6, 8, 10, 12, 14, 16: purl all the stitches
Row 3: k1, yo, 1 to 3 inc, *cdd, k3, cdd, 3 to 9 inc; rep from*, cdd, k2
Row 5: k2, yo, k2, *k1, skp, k1, k2tog, k3, yo, k3, yo, k2; rep from*, k1, skp, k1
Row 7: k2, yo, k1, yo, *[cdd] 3 times, yo, k1, yo, k3, yo, k1, yo; rep from*, cdd, skp
Row 9: k2tog, yo, *k9, yo, cdd, yo; rep from*, yo, skp
Row 11: k2, cdd, *3 to 9 inc, cdd, k3, cdd; rep from*,1 to 3 inc, yo, k1
Row 13: k1, k2tog, *k3, yo, k3, yo, k3, skp, k1, k2tog; rep from*, k3, yo, k2
Row 15: k2tog, * cdd, yo, k1, yo, k3, yo, k1, yo, [cdd] 2 times; rep from*, cdd, yo, k1, yo, k2
Repeat rows 1-16 until you reach the needed length

Abbreviations:
k - knit
p - purl
yo - yarn over
skp - slip, knit, pass
k2tog - knit 2 together
1 to 3 inc - k1, yo, k1
3 to 9 inc - [k1, yo, k1, yo, k1, yo, k1, yo, k1] in the same 3 stitches
cdd (s2kp2) - center double decrease (slip 2 knitwise, k1, pass 2)
